Join the Citrus Health Network Behavioral Health Advisory Council

Citrus Health Network is bringing back its Behavioral Health Advisory Council that will provide meaningful feedback to our Board of Directors and our staff about behavioral health policies, procedures and services with a focus on promoting recovery and empowerment.

Behavioral Health Advisory Council members may include the following and should live in Miami-Dade or Monroe Counties:

  • Consumers living with behavioral health conditions

  • Persons in recovery

  • Family members of individuals with psychiatric disabilities

  • Representatives from community stakeholders such as local homeless coalitions, local law enforcement agencies, jail personnel, county commissioners, other providers, hospital representatives, Medicaid, faith-based entities and advocacy groups

The Behavioral Health Advisory Council will meet on a quarterly basis providing in-person and Zoom options to participate.

Citrus Health Network Awarded Five HRSA Community Health Center Quality Recognition Badges

Citrus Health Network was awarded five Community Health Center Quality Recognition (CHQR) Badges by the United States Health Resources and Services Administration (HRSA).  The Community Health Quality Recognition (CHQR) badges recognize Health Center Program awardees and look-alikes (LALs) that have made notable quality improvement achievements in the areas of access, quality, health equity, health information technology, and COVID-19 public health emergency response for the most recent Health Center Program Uniform Data System (UDS) reporting period.

Citrus was awarded the following badges:

Health Center Quality Leader- Gold: Represents health center awardees and LALs that meet or exceed national benchmarks for one or more of the clinical quality measures (CQMs) groups that promote behavioral health, heart health, diabetes health, HIV prevention and care, and maternal and child health.  Health centers that achieve Gold tier are among the top 10% in performance of all health centers in overall CQMs.

Access Enhancers: Increases the total number of patients served and the number of patients who receive at least one comprehensive service (mental health, substance abuse, vision, dental, and/or enabling) by at least 5%.

Health Disparities Reducer: Demonstrates improvements in select CQMs during consecutive UDS reporting years (2020 and 2021 UDS) for at least one racial/ethnic groups; or meets established benchmarks for all racial/ethnic groups served within the most recent UDS reporting year.

Advancing Health Information Technology (HIT) for Quality: Meets all criteria to optimize HIT services that advance telehealth, patient engagement, interoperability, and collection of social determinants of health data to increase access to care and advance quality of care.

Patient Centered Medical Home Recognition (PCMH): Achieves PCMH recognition in one or more delivery sites.

Coronavirus Relief Fund Mortgage Assistance Program

Citrus Health Network Partners with the City of Hialeah for Coronavirus Relief Fund Mortgage Assistance Program

Citrus Health Network, Inc., in partnership with the City of Hialeah, is offering mortgage payment assistance to eligible homeowners in the City of Hialeah who have lost income due to COVID-19.  Citrus Health Network was awarded $637,500 for the program by the City of Hialeah. This funding from the Coronavirus Aid, Relief, and Economic Security (CARES) Act is designated as the Coronavirus Relief Fund (CRF) and has been distributed to the City of Hialeah by Florida Housing Finance Corporation.

Applicants must be homeowners in the City of Hialeah and will need to apply through an online system, starting on September 4, 2020. Applicants will be served on a first-come, first-served basis.  Applications completed and submitted first will be considered for funding first.  The funding is limited and submitting an application does not guarantee funding.  Funding awards are limited to one application per household.

Applicants will need to provide the following:

  • Duplication of benefits agreement signed by all household members

  • Coronavirus Relief Fund Application

  • Housing Intake Application signed by all household members 18 years of age or over

  • Signed Self Certification of income for each household member 18 years of age or over

  • Resident Income Certification signed by all household members 18 years of age or over

  • Copy of driver's license, ID or birth certificate for all household members

  • Copy of past due mortgage or utility bills that you need assistance with (cannot be for time periods before March 1, 2020).

  • Proof of ownership: Fee Simple Deed in applicant's name for homeowners, Warranty Deed, Homestead Exemption, Quit-Claim Deed, Tax Records, or Life Estate.

  • Copy of monthly mortgage payment for homeowners

Citrus Health Network, Inc. received program accreditation from the Accreditation Council for Graduate Medical Education (ACGME) to host a Child and Adolescent Psychiatry Fellowship program in addition to their existing Adult Psychiatry Residency Program.

Statement from Citrus Health Network Regarding Inspector General’s Preliminary Report

Citrus Health Network, Inc. President and CEO Mario Jardon and Citrus Health Network, Inc. Board of Directors Chair Patricia Croysdale released the following statement regarding the preliminary report from the Governor Ron DeSantis’s Office of Inspector General:  

“The Governor’s Office of Inspector General chose to release a preliminary report incorrectly alleging inappropriate use of state funds and excessive executive compensation without first confirming the information in the report directly with Citrus, and without utilizing other publicly available fiscal documents related to our company.  

“Our CEO and COO’s salaries do not come from state funds allocated to Citrus as the Lead Agency, and are provided at no cost to the state.  This has been made clear to DCF, and it is clearly stated on the document posted on our website.   

“Citrus Health Network is a large non-profit health care organization that has been serving our community for more than 40 years.  We currently operate two divisions.  The Federally Qualified Health Center division, that provides inpatient and outpatient behavioral health, primary care, housing for the homeless, and other social services to underserved and vulnerable populations, receives funding from multiple sources, and is regularly audited by federal and state agencies with clean audits. The Community Based Care Lead Agency for Child Welfare division, which manages child welfare services for the Department of Children and Families in the Southern Region, encompassing Miami-Dade and Monroe Counties began operations July 2019.

“Citrus falls under the purview of the Governor’s Executive Order 20-44 as a result of the Community Based Care Lead Agency for Child Welfare contract with DCF, which is primarily, and majority funded by state and federal dollars.  DCF contracts with Lead Agencies throughout the state of Florida following competitive procurements that encourage competition, innovation, and stakeholder engagement.  We are held to high standards of transparency in our operations and are required to report on a variety of items regularly throughout each year, including performance measures, financial viability, and executive compensation.  Information on executive compensation, which is in full compliance with statute, is not only provided to DCF directly but is also publicly available on our Lead Agency website (www.citrusfcn.com), as required by our contract and state statute.  

“At no time did the Inspector General contact us for clarification before releasing the preliminary report resulting in a mischaracterization of our organization and how we use public funds.”
